Lisa Roquemore

With considerable expertise with the National Vaccine Injury Act in addition to substantial civil litigation work, Lisa A. Roquemore assists clients with vaccine related injuries and those who face difficult litigation issues.

A recent honor for Ms. Roquemore is admission to practice before the United States Supreme Court as a member of the Court.

Previously, Ms. Roquemore was a partner at Broker & Associates; McQueen & Ashman; Feldhake, August & Roquemore LLP; Meserve, Mumper & Hughes LLP and prior to that, was a partner at Neben & Starrett, Inc. Her practice involves National Vaccine Act litigation as well as business, commercial, real estate, securities fraud, fraudulent conveyance, writ of attachment/receivers, intellectual property, and employer/employee litigation matters in both state and federal court.

Achievements in Securities Fraud Litigation

Ms. Roquemore is a member of the United States Federal Court of Claims and the United States Court of Appeals for the Federal Circuit, where she represents petitioners with serious vaccine-related injuries pursuant to the National Vaccine Injury Act under Title 42 of the United States Code. Ms. Roquemore was one of the lead attorneys for the single largest bond purchaser in a complex Municipal Bond Securities Fraud case entitled In re Heritage Bond Litigation, 02-ML-1475-DT and CV01-5752 DT (RCx). Issues ranged from securities fraud, fraud, fraudulent conveyances, negligence, conspiracy, and breach of fiduciary duties, among others, against the indenture trustee, promoter, underwriter, underwriter's counsel, appraisers, market feasibility consultants, and various officers and directors. She obtained a 24 million dollar writ of attachment and injunctive relief as a remedy for fraudulent conveyance on the promoter's residence. She was successful in recovery in excess of $11,000,000 in settlement funds overall.

Extensive Experience in Bankruptcy and Financial Litigation

In addition, Ms. Roquemore has extensive experience in all aspects of bankruptcy, insolvency, business reorganization, debtor/creditor matters, trustee matters, and related litigation as they pertain to Chapter 11 reorganizations, Chapter 7 liquidations, and State Court commercial business and financial litigation. Ms. Roquemore also has experience in formulating non-bankruptcy alternatives, such as assignments for the benefit of creditors, workout options, and financial planning. She has represented Chapter 11 Debtor-in-Possessions in complex Chapter 11 proceedings, Chapter 7 Debtors, Chapter 7 Trustees, and Creditors. Her practice also extends to exemption planning and tax issues as they relate to bankruptcy.

A native of California, Ms. Roquemore received her Juris Doctorate Degree in San Diego from California Western School of Law (1988) and a Bachelor of Arts Degree with distinction in Psychology with a Sociology Minor from San Diego State University (1985). During her third year of law school, she served as an intern with the Honorable Louise DeCarl Adler, United States Bankruptcy Judge, Southern District of California.
